ORU Fogar signs an agreement to work with Chinese provinces

During the IV World Philanthropy Forum held in Shenzhen, China, on September 5 and 6, ORU Fogar signed an agreement with the Chinese paradiplomatic organization, the China Friendship Foundation for Peace and Development. This agreement culminates the rapprochement of both organizations and should allow a framework of collaboration between ORU Fogar and the Chinese provinces, in which exchanges of experiences and the signing of agreements on governance, climate change, economic, urban and territorial development, and communication in the youth field are discussed.

The agreement that was signed by the secretary of ORU Fogar, Carles Llorens, on behalf of President Abdessamad Sekkal and by the vice secretary of the CFFPD, Deng Lan, considers as a very specific issue the possibility of having one of ORU Fogar's partners as host the new edition of the World Philanthropy Forum or, as the case may be, a sub-forum. In addition to the Chinese provinces gradually incorporating into the dynamics of ORU Fogar, the agreement should also allow members of the organization to sign agreements with Chinese provinces. In this sense, the Chinese counterpart is interested in advancing these relations with the exchange of athletes and the holding of sporting events, in the territories of ORU Fogar's regions or in China.

During the Forum, which was attended by the former Prime Ministers of Hungary and Italy, Péter Madgyessy and Massimo d'Alema, the Secretary General of ORU Fogar wanted to recognise the reform led by Chinese Prime Minister Zhu Rongji as the largest decentralising reform ever made. From 1997 to 2003, suppressing centralist bureaucracy and giving power to the provinces, he said, "laid one of the bases of China's present success".

Carles Llorens was invited to talk about the great project that China is launching for this 21st century, the new "Silk Road", the "Belt and Road". The secretary general said that this will be a great instrument of development, which will make trade flow, ensuring food security, creating jobs and wealth. He welcomed the project's environmentalist approach and called for it to include regions and territories.
