The Presidency and 1st Vice-Presidency

The General Assembly elects the President and the 1st Vice-President amongst the members of the Bureau for a four-year non-renewable mandate, with rotation of the roles after two years.


The President

  • Shall represent the United Regions Organisation.
  • Shall convene the General Assembly and the meetings of the Bureau.

Abdessamad Sekkal, President of the Rabat-Salé-Kénitra region (Morocco), was elected President of ORU Fogar at the Organisation's General Assembly held in Quito, Ecuador, on the 16th October 2016.

The 1st Vice-President

  • Shall represent the Organisation for all intents and purposes in the absence of the President.

Laurent Wauquiez, President of the International Association of Francophone Regions (ARF) and President of the Auvergne-Rhône-Alpes region (France), was elected 1st Vice-President of ORU Fogar at the Organisation's General Assembly held in Quito, Ecuador, on the 16th October 2016.

Secretary-General

Carles Llorens Vila was elected Secretary-General of ORU in the Executive Bureau held in Cuenca, in February 204, and ratified by all members in the VI Summit of Regional Governments on the 1st of September 2014.

General Assembly

  • Is the highest decision-making body of the Organisation.
  • Defines the direction of the Organisation and decides on the actions to be implemented.
  • Brings all the members together once a year in ordinary session.

Executive Bureau

Fonctions

The Executive Bureau leads and manages the organisation’s actions with the support of the Secretariat-General. It meets twice a year.

  • It proposes the political guidelines of the organisation.
  • It implements the policies adopted by the General Assembly.
  • It coordinates the work carried out among the members and between them and the specific commissions that might be created within the organisation.
  • It assumes control of the secretariat and the financial management.
  • It establishes the rules of procedure which must be approved by the General Assembly.
