The Departmental Council of Koungheul (Senegal) runs a programme providing comprehensive social protection to 60 heads of household with disabilities and their families — 300 beneficiaries in total — through an agreement with the Departmental Health Insurance Unit (UDAM). The council fully finances enrolment and annual contributions, guaranteeing free access to healthcare and medicines. Highly replicable, the practice combines social welfare databases, territorial authority funding, and UDAM's technical expertise, linking health, social protection, and local governance in a simple, transparent model with significant impact for the most vulnerable households.
