Presentation 

Ever since ORU Fogar signed in 2008 an agreement with the FAO, their Core Group on Food Sovereignty has kept on working. In the initial stage, the group was led by French regions, such as Lower Normandy first, then Champagne-Ardenne. From 2016, the Core Group has been chaired by the Ecuadorian province of Azuay.

Over the last years, ORU Fogar has organized three Regional Summits on Food Security and Sovereignty, the first was celebrated in Dakar in Senegal, the second in Medellín, Antioquía (Colombia) and the third one in april 2018 in Cuenca, Azuay. 

All that was accomplished allowed ORU Fogar to rely on a theoretical foundation that enabled it to become an interlocutor on these topics. Thus, the organisation is invited every year by the FAO to attend the Committee om World Food Security that takes place in Rome. 

With the Azuay Presidency, the work has become more practical. Many regions have implemented projects that are funded by European regions today. 

At the occasion of the 2020 meeting of ORU Fogar the presidency has changed from Core group to Core Group of Food Sovereignty. 

 

Main Goals 

 - Promotion at regional level as a relevant response to the challenges posed by food insecurity. 

 - preparation and implementation of a multilateral and multi-year action plan. 

 General lines of work of the action plan: 

 - developing the capacities of each region to energize, in its own territory, a policy of food security in the context of national and international plans. 

 - increasing cooperation between regions, from both North and South, not as a juxtaposition, with the consequent risks of fragmentation and loss of effectiveness, but about a good convergence of human and financial resources. 

 


In the first Summit of the World Regions on Food Security, organized by ORU Fogar in Dakar in January of 2010, the decision was taken to create a group in charge of elaborating a territorial action programme for food and nutrition. The first meeting of the working group was held on May 12, 2010 in Brussels. The Region of Lower Normandy was unanimously elected to chair, while the Centre Region of Burkina Faso assumed the vice presidency. 

ORU Fogar and its group of Food Security organized in collaboration with the Department of Antioquia, the second Meeting in Medellín, the 22nd and 23rd of October 2012. More than 1400 participants and nearly 30 countries were represented. 

The actual presidency of the working group, the Azuay prefecture organized the 3rd Summit of the World Regions on Food Security. The Summit “Zero Hunger”, with the involvement of nearly three thousands of people, notably regional presidents and personalities from around the world, strongly reviving the interest of sharing food security practices within ORU Fogar. Some months later, the Peruvians regions celebrated a meeting about the same topic, and the collaboration between the regions of Europe, Latin America and Africa. 

Today the Group is led by the Mancomunidad of the Andes. They, with the Region of Huancavalica, are the hosts of the IV Summit of ZERO HUNGER regions.
